The inner leg segment carries brake shoes which are movable transversely relative to the longitudinal axis of the inner leg segment. A pair of levers are disposed within the inner leg segment and are swingable about a common transverse axle so as to selectively lengthen and shorten the effective transverse dimension of the levers.
