The movable control portion includes a rotary shaft and a movable pedestal. The press post has two pressing wheels, and a control wheel is biased against the transmitting belt.

When the blade is screwed by the bolt, a definite and solid positioning effect will be achieved if the flange contacts the expanded shoulder of the blade. The present invention efficiently prevents excessive locking and subsequent cracking of the blade, increasing positioning area, leading to prolonged service life and a more stable locking state with improved applicability.

Then, mainly the base 12 is laser-welded at a contact portion between the lengthwise end edge portion 12a and the cutting blade 14, thereby attaching the cutting blade 14 to the base 12.
