The hopper can be positioned on one or more load cells that monitor the amount of fiber being dispensed by weight, in order to increase or decrease rotation of the hopper and rake, thus controlling amount of fiber distributed.

As to the entire structure of the present invention, a lock member is simply turned to control gripping members to hold or release deformation of a snap ring. The lock member is turned for a stop of a limit member to hold against the upper surface of an elastic plate to block a hook portion from moving upward, so that the elastic plate can be made with a thinner plate. The hook portion is flexibly held by teeth of a ratchet rail. A lower protrusion of the elastic plate is held by an upper protrusion of the lock member with less resistance. This enhances the lock member to be turned in a labor-saving or flexible way.

The vane rides on a smooth, flat surface that seals or closes off the apertures. An opening in the flat surface of the dispensing base allows particulates in a full aperture to fall through and out of the base. A soft gasket over surfaces of the vane that would otherwise make direct contact with the base portion prevent the vane from becoming lodged in place by crystalline material.

    Abstract: This application discloses a device for urging bulk material to flow from a hopper such as the hopper of a railway car.
