Once within this predetermined range, the return velocity of the actuator piston and engine valve are limited by the rate at which a fluid may escape through a restriction. A sealing means ensures fluid tightness between the shells and the fixed structure for any angular position of said shells. The gate does not contact the seat until the point at which all fluid flow is shut off.
