The device includes a dust proof wall surrounding a coil portion of the return spring. Accordingly, even when foreign matter enters an interior of the outer panel of the door through a gap between the arm portion of the outer handle and the handle case, it is possible to inhibit foreign matter from being caught in the return spring.

Such configuration prevents water from entering a housing chamber thereby avoiding deterioration of the push-button, and enabling the housing chamber to breath.

This enables an abnormal state in which engagement of a ratchet with a latch becomes insufficient.

While the outer handle is in the operation position, the engagement between the extension part and the first end of the handle body is released, and the cover is attachable to and detachable from the outer panel.
