A policy intelligence rules system for a policy realization framework, and methods of implementing the same, are also disclosed. The policy intelligence rules system can receive a policy request associated with a request for a network resource and policies pertaining to the policy request, which can include operator policies and subscriber specific policies. In response to determining that a policy conflict exists between the policies, the policy intelligence rules system can resolve the policy conflict and generate a rule for the communications network to use in response to the request.

The notification is triggered in response to firmware update notification received by the attachment component, or an update flag received by the femto AP. Upon reception of the notification, to exploit wireline bandwidth, the network platform delivers firmware content(s) update through backhaul link to the femto AP to which the mobile device is registered. Femto APs not provisioned to serve a mobile device can be incentivized to authorize the mobile device for coverage and thus facilitate firmware updates.

Unlike conventional waveguides, the electromagnetic field associated with the dielectric waveguide is primarily outside of the waveguide. When this dielectric waveguide strip is brought into close proximity to a wire, the guided waves decouple from the dielectric waveguide and couple to the wire, and continue to propagate as guided waves about the surface of the wire.
