The uninterruptable cooling fan rotors are configured to store sufficient energy as rotational kinetic energy. The permeable matrix base material forms a combustion surface with at least a portion of the thermal elements exposed above the combustion surface. The gas mixture is combusted at or near exit pores and channels formed at the permeable matrix material combustion surface.

The thermal energy produced is harnessed by a heat exchanger, the operation of which is based on conduction, convection and radiation for dehydration uses.
