In some cases, a mobile station can only transmit measurement reports for a cell up to some maximum or for some specified time. The mobile station transmits measurement reports using two formats. In the first, the cell is identified using routing parameters; in the second, the cell is not identified using routing parameters. The network is able to associate messages sent using the two formats.

Modules can be placed onto existing infrastructure, such as streetlights and utility poles, and the modules can contain base stations and antennas to transmit the millimeter-waves to and from other modules.
