The prediction refinement ?I(i,j) can added to the prediction sample I(i,j) to generate a refined prediction sample. The PROF for affine prediction can be enabled according to a syntax element received at the decoder, or can be enabled by default.

The list may be prefaced with a single number indicating the total number of reference frames. In an aspect delta POC reference numbers may be encoded with a flag indicating the sign of the delta POC when the absolute value of the POC is not equal to zero. In another aspect, a flag may be encoded for every reference frame indicating if POC information should be used when scaling prediction references, and a weighting parameter may be included when POC information should be used.

The time-delay can also be used to enforce an alignment condition of the video camera to an allowed object. The time-delay can be implemented in real or near real time with a delay line or temporary memory chip positioned between the video camera's ROIC and memory chip. The time-delay prevents the excluded data from entering the video signal and reaching circuitry or being processed downstream of the memory chip.
