Each of remaining lists of filtering rules that have not been transmitted to the mobile device is divided into a plurality of parts. A plurality of groups of filtering rules is generated based on frequency of utilization within each of the remaining lists of filtering rules. Each generated group contains at most one part of each remaining list of filtering rules.
