    Abstract: A network node is configured for transmitting a mobile-terminated early data transmission during a random-access procedure. The network node transmits a page having a contention-free preamble corresponding to an identity associated with a wireless device to be paged. The identity may be a Serving Temporary Mobile Subscriber Identity, S-TMSI, or a resume identity that identifies a suspended Radio Resource Control, RRC, connection. The network node then receives, as part of the random-access procedure, a Msg1 transmission that comprises the contention-free preamble. The network node next transmits, as part of the random-access procedure, a Msg2 transmission to the wireless device associated with the identity corresponding to the contention-free preamble. The Msg2 transmission includes a signaling message and downlink data.

    Abstract: Exemplary embodiments include methods for transmitting uplink (UL) data, by a user equipment (UE), using preconfigured uplink resources (PUR) in a radio access network (RAN). Such methods include receiving, from a network node in the RAN, a first PUR configuration, and transmitting, based on the first PUR configuration, a first UL data message to the network node Such methods also include receiving, from the network node, a first acknowledgement (PUR ACK) of the first UL data message. The first PUR ACK indicates whether the first UL data message was correctly or incorrectly received by the network node, and includes information related to subsequent UL transmissions using PUR (e.g., a second PUR configuration, a fallback indication, etc.). Some embodiments also include transmitting a second UL data message. Other embodiments include complementary methods performed by a network node, as well as UEs network nodes and UEs configured to perform such methods.

    Abstract: In a wireless communication network that implements the RRC Resume procedure, an eNB sends to a radio network device, previously connected, given a Resume ID, a paging message or Random Access Response message including an RRC Resume directive. The RRC Resume directive comprises at least an indication whether or not the radio network device should perform an RRC Resume procedure. If RRC Resume directive indicates the radio network device should not perform an RRC Resume procedure, the radio network device performs an RRC Connection procedure. If the RRC Resume directive indicates the radio network device should perform an RRC Resume procedure, it may include additional information to optimize or otherwise assist the RRC Resume procedure. In this manner, RRC Resume signaling is avoided when the eNB knows that it will not be successful, such as if a prior RRC connection context is not available or readily retrievable, or is invalid.

The wireless device receives a random access order indicating a first preamble and a first carrier. Further, the wireless device transmits, to a network node, the first preamble on the first carrier using a first CE level. In the absence of a valid response after a number of transmissions, the wireless device determines a second CE level that is different from the first CE level. Thereafter, the wireless device selects, in a predictable way for the network node, a carrier that is supporting the second CE level, and transmits, to the network node, a preamble on the carrier using the second CE level.
