The optical element includes an optically-transparent base member; and a light-diffusing resin layer formed on one side of the base member. The light-diffusing resin layer has a plurality of concave recesses formed in a surface thereof to diffuse light. The optical element further includes an optical micro-structural layer formed on the opposite side of the base member.
