The method includes: A mobility management device receives a mobility management message sent by a terminal device, where the mobility management message includes an N1 container, the N1 container includes a session management message, and the session management message is used to establish, update, or delete a packet data unit PDU session of the terminal device; the mobility management device changes the session management message into a bearer processing message, where the bearer processing message is used to establish, update, or delete a bearer of the terminal device; and the mobility management device sends the bearer processing message to a serving gateway.

Abstract: This application discloses a service flow control method and apparatus, to resolve an existing problem of relatively low security. The method includes: generating, by a terminal device, a service flow policy; and sending, by the terminal device, the service flow policy to a routing device, where the service flow policy is used to instruct the routing device to perform data packet filtering on a downlink data packet according to the service flow policy.

Abstract: In a method for performing access control on user equipment, a mobility management device receives from an access node device an access type parameter of the user equipment. The access type parameter indicates a radio access type of the user equipment or a type of the access node device. The mobility management device determines, based on the access type parameter, a connection type of the user equipment in accessing a core network, wherein the connection type is either single connectivity or dual connectivity. The mobility management device then performs access control on the user equipment based on the connection type of the user equipment.
