The device may associate the identifier with the multiple clients and the multiple applications, and may configure, based on the configurations, the multiple applications for utilization of services associated with the identifier. The device may receive respective activity times associated with the multiple clients' utilizations of the multiple applications, and may receive a notification destined for the identifier. The device may utilize an activity service, of the services, to rank the multiple clients based on the respective activity times and to generate a ranked list. The device may identify one or more of the multiple clients based on the ranked list, and may provide the notification to the one or more of the multiple clients.
