    Abstract: A system to control paging cycles in a wireless network assigns mobile stations to one of a plurality of paging groups based on the paging cycle requirements of the individual mobile stations. In addition, the mobile stations in a particular paging group are further subdivided into subgroups that may be substantially equal in size. At any particular paging cycle, only one subgroup of a particular paging group is included in the paging process thus reducing the overall number of mobile stations that need to be paged in any particular paging cycle.

The dual mode communications device is handed off to a 4G base station associated with the 4G coverage if the 4G network allows the higher data throughput; otherwise, the dual mode communications device is handed off to a 3G base station. User priorities, application categories, and/or MIMO and diversity modes may be used to determine handoff if the base stations are more than lightly loaded.

If the access node receives more than a threshold extent of negative acknowledgements, the access node may transmit a subsequent subpacket in the series on the broadcast/multicast channel.

A transmission rate cap for subscriber data transmissions is calculated based on backhaul and sector parameters, such as backhaul and sector rate boost factors. The rate of subscriber data transmissions is dynamically controlled based on the transmission rate cap.
