By using the present invention, transmit power of a UE on an Scell can be accurately controlled, thereby ensuring accuracy of data transmission.

According to embodiments of the present invention, when a link failure occurs between a user equipment and the base station during a mobile data offloading process, data transfer is performed via the offloading link, a time delay can be reduced and the data transfer efficiency is improved.
