    Abstract: The invention consists of a new registration and authentication protocol for between a Mobile Node and a Home Agent. The new protocol uses a novel messaging sequence to request registration, authentication and authorization of the Mobile Node when it is located on a foreign network, and the novel protocol will avoid some of the standard registration and authentication protocol messages in order to eliminate the problems associated with re-transmission errors.

    Abstract: A system and method is provided for performing an access network discovery and selection function in a communication system. An access network discovery and selection function (“ANDSF”) server is operable with a Third Generation Partnership Project (“3GPP”) radio access network and a Wireless Fidelity (“Wi-Fi”) radio access network coupled to a core network. The ANDSF server is configured to communicate with a user equipment over an enhanced S14 interface. The enhanced S14 interface comprises Wi-Fi radio access technology data including a basis service set (“BSS”) load indication, security information, quality of experience information, backhaul network bandwidth and average throughput. The ANDSF server is also configured to provide policy information to the user equipment based on conditions in the Wi-Fi radio access network and the 3GPP radio access network.

    Abstract: Various embodiments are described to assist in reducing handoff delays and the blackout period(s) associated with inter AN (access network) hard handoffs. The hard handoff procedure of method disclosed herein establishes or initiates a connection (A10-type connection) between a target AN and a packet data serving node (PDSN), unlike known hard handoff approaches that wait until traffic channel assignment to establish or initiate such connection. The PDSN may optionally bicast data packets to both the source and target ANs since each is communicatively coupled to the PDSN during a given time period. In the event bicasting is unavailable or unused, a communication tunnel between the source and target ANs may be created and used to transmit data packets between them.

After receipt at the Home Agent, a Binding Update message with the Mobile Node-Home Agent authenticator option is transmitted from the Home Agent to the Mobile Node to use as an authenticator.

In one embodiment, the “optimized” non-optimized handoff effectively decreases the mute time that is experienced by the UE during the handoff from the first access technology to the second access technology from around 628 ms to less than 500 ms which is a marked improvement.

The buffered application data is only transmitted by the base transceiver station receiving a response to the page.

A compressed terminating session initiation invite message is received by the terminating mobile station. A compressed session initiation protocol ping message is transmitted from the originating mobile station and received by the terminating mobile station. A compressed 200 OK session initiation protocol message is transmitted from the terminating mobile station and received by the originating mobile station. Finally, the originating mobile decompresses the 200 OK session initiation protocol message. These compressed messages are used to initiate the push to talk communication session.
