    Abstract: A base station (eNB) determines device-to-device (D2D) transmission parameters for signal transmission over a D2D communication link between a first user equipment (UE) device and a second UE device. The eNB instructs the first UE device to transmit a reference signal that is received by the second UE device. The second UE device reports D2D channel characteristic information indicative of the received reference signal. Based on the D2D channel characteristic information, the base station determines the D2D transmission parameters and provides the parameters to the first UE device.

Where the base station is not the serving base station of the peer UE device, the base station sends a PCS RRC connection released notification base station message to the other base station that is serving the peer UE device and the other base station sends a notification peer message to the peer UE device. In some situations, the base station evaluates data to determine whether notification should be sent to the peer UE device. At least some of the data may be included in the notification received from the source UE device.

    Abstract: A mobile wireless communication device provides information to a communication infrastructure. In response to the information, a serving base station of the mobile wireless communication device sends a transition instruction to the mobile wireless communication device indicating the mobile wireless communication device is authorized to perform a transition procedure from the serving base station to any one of a group of base stations. The transition instruction authorizes the mobile wireless communication device to perform the transition procedure in response to a trigger and without transmitting any measurement reports. In response to determining the trigger has occurred and without transmitting a measurement report, the mobile wireless communication device transitions from receiving communication service from the serving base station to receiving communication service from a target base station of the group of base stations.

    Abstract: In a communication system having a plurality of user equipment (UE) devices that are operating in a contention based mode for device-to-device (D2D) communication, each UE device transmits a preferred transmission indicator when a condition for preferred transmission is met at the UE device. If a UE device receives a preferred transmission indicator, the UE device delays transmission of a D2D scheduling assignment (SA) to contend for communication resources for D2D communication. The length of the delay can be based on a number of preferred transmission indicators that are received. The preferred transmission indicator is based on a buffer size in one example.

    Abstract: The methods, devices, and systems discussed herein involve a mobile wireless communication device (WCD) receiving a signal containing an indicator upon entering a first area that is near a potential safety scenario, such as an intersection. In response to receiving the signal, the WCD initiates a Random-Access Channel (RACH) procedure, which triggers initiation of a collision-avoidance procedure. In some examples, the collision-avoidance procedure includes abase station transmitting a safety message that indicates the presence of the mobile WCD. In other examples, the collision-avoidance procedure includes the mobile WCD transmitting a device-to-device (D2D) safety message using D2D resources. In further examples, the collision-avoidance procedure includes the mobile WCD sensing D2D resources in order to detect D2D transmissions from a D2D-capable device.

    Abstract: A base station allocates unmanned aerial vehicles (UAVs) preambles for use by UAV user equipment (UE) devices that are different from terrestrial preambles allocated for terrestrial UE devices. The UAV preambles can be allocated to different subscription levels, such that each UAV UE device can only use UAV preambles associated with the UAV UE device's subscription level. The UAV UE device transmits random access request message using the selected UAV preamble and the base station responds with a random access response message indicating whether access is granted to the UAV UE device. The base station can dynamically manage access to the base station by limiting the subscription levels that are associated with the UAV preambles.
