    Abstract: An operating device includes a display, a detector and a determiner. When the detector detects a designated position, the determiner determines whether or not a position corresponding to the designated position in a first layer is within a display region by first image data. When the position is within the display region, the determiner determines that the display region by the first image data is chosen. When the position is not in the display region, the determiner determines whether or not a position corresponding to the designated position in a second layer is within a display region by second image data. When the position in the second layer is within the display region by the second image data, the determiner determines that the display region by the second image data is chosen.
