Abstract: A switching element of a power converter generates a low voltage, using a current flowing in the power converter, and supplies a power to drive itself. A switching element of a power converter for conversion from direct current into alternate current or from alternate current into direct current includes: a terminal and a terminal which are used in building the switching element itself in the power converter; a capacitor, a high-side controllable switch and a low-side controllable switch enabling outputting the voltage of the capacitor, the voltage being output between the terminal and the terminal, and a self-supply power source for supplying a power to drive the bi-directional chopper switching element itself, using a current flowing in the capacitor.

Abstract: An image monitoring technology for accurately collecting information about a monitoring target is provided. An image monitoring apparatus according to the present invention tracks the monitoring target on the basis of images sent from an overhead camera and images sent from gazing cameras, and switches gazing targets for the gazing cameras on the basis of the position and event information of the monitoring target, and tracking information about the monitoring target.

Abstract: The objective of the present invention is to provide a security monitoring system and a security monitoring method which is capable of a quick operation when an unauthorized access, a malicious program, and the like are detected, while the normal operation of the control system is not interrupted by an erroneous detection. Abstract: In a mail gateway, a collection part collects, for each specific information contained in a mail entered into a resending queue, statistical information of the specific information. A provisional queue creation part creates a provisional queue based on the collected number of the statistical information. The provisional queue handles a mail which has a possibility of causing congestion. This can prevent a normal queue from entering into a congestion state. Also in the mail gateway, if the congestion state is brought about in the provisional queue which performs a send of a mail containing the specific information, a mail sort part restricts an entry of a mail into the provisional queue. This can limit an influence of the congestion state only to the provisional queue.
