    Abstract: An access and mobility management function receives, from a session management function, a request to set up a communication with a wireless device for transmitting downlink data. The access and mobility management function sends, based on the request, to the base station, a first paging message for a closed access group (CAG) wireless device that is allowed to access CAG cells. The first paging message indicates transitioning the CAG wireless device from an idle state to a connected state. The first paging message comprises a parameter indicating whether the wireless device is allowed to access non-CAG cells.

    Abstract: A method can include transmitting, by a base station to a wireless device, a radio resource control (RRC) message to transition the wireless device from an RRC connected state to an RRC inactive state. The RRC message can indicate a time period in which the wireless device is reachable by paging. The RRC message can be configured to trigger the wireless device to transition from the RRC connected state to the RRC inactive state while remaining in a connection management (CM) connected state. The RRC message can also trigger the wireless device to monitor, in the RRC inactive state, to receive a paging message during the time period after the transitioning. The RRC message can further trigger the wireless device to, in response to an expiration of the time period, stop the monitoring to receive the paging message.
