    Abstract: A method of cooling a steel pipe which can effectively suppress quenching-induced bending which occurs when quenching a thin-walled steel pipe with a wall thickness/outer diameter ratio of at most 0.07 without decreasing the manufacturing efficiency of the steel pipe comprises cooling the inner surface of the steel pipe by spraying cooling water into the interior of a horizontally-disposed steel pipe 2 while rotating the pipe in its circumferential direction, and the outer surface is cooled by producing a downward flow of cooling water streams 5a and 5b in a planar shape from above onto the outer surface along the axial direction of the steel pipe 2. Cooling of the inner surface is started at least 7 seconds before cooling of the outer surface.

The thus-manufactured high-Cr seamless steel pipe or tube has excellent internal surface properties with minimized internal surface defects.

    Abstract: Multi-camera signal distribution conducted by a plurality of broadcasters has various problems of charging, video switching and copyright from the user's viewpoint. In order to solve these problems, first, a charging unit is provided for charging at a measured-rate charging to the assessment price of contents. Secondly, a program scramble is used to encrypt the whole service and a show scramble to encrypt each show, or each channel, thus making it possible to offer service according to the conditions of a contract the viewer made. Third, a show selection unit is provided to select shows on a show selection guide picture displayed on the screen of a communication terminal that has a remote control function. Use of this charging system could prevent the total amount of charging from increasing even if channels to view are frequently changed.

For maintaining a picture frame rate to be constant, the plurality of frequency components may be deleted in a stepwise manner. For obtaining a desired decoding rate, the plurality of frequency components may be deleted in a stepwise manner.

    Abstract: A mail reception/display control method which permits a user on a reception side to be informed the reception of an item of mail immediately upon reception of the mail even during the course of another job, and to ascertain the content of the received mail with ease upon mail reception. A mail reception detection unit included in each of the client terminals monitors the mail reception from any other client. When the mail reception has been detected, a mail attribute discrimination unit decides whether or not the received mail is to be transferred from a server to that particular client. When the mail transfer is required, a mail transfer unit transfers the mail from the server to the particular client. Subsequently, a mail reception display unit disposed at the client on the reception side presents a display to the effect that the mail has been received. Further, when the user has made a reply of confirmation to the display of the mail reception, a mail replay unit replays the received mail.
