A controlling unit 10 of the information processing apparatus 1 can implement plural virtual PCs. When receiving a request for activating a virtual PC from a terminal apparatus, the controlling unit 10 obtains setting information from the terminal apparatus. The controlling unit 10 determines whether the setting information obtained from the terminal apparatus falls into acceptable range based on constraint conditions being set by a setting acceptable range template 13d.
