The method comprises multiplexing the coded symbols such that the first coded TFCI symbols and the second coded TFCI symbols are uniformly distributed according to a transmission mode and a data rate of the radio frame, and outputting 32 coded symbols; and mapping the 32 multiplexed coded symbols to the radio frame to satisfy the number of the coded symbols that can be mapped to one radio frame, determined according to the transmission mode and the data rate of the radio frame.

In the method, a radio network controller (RNC) transmits information on an MBMS cell to the UE, and the MBMS cell information includes an MBMS offset for guaranteeing priority for cell reselection to the MBMS cell. The UE performs cell reselection using the MBMS cell information and receives the MBMS service from the reselected cell.

A serving General Packet Radio Service (GPRS) support node (SGSN), determines an identifier indicating the second service and a coefficient related to paging occasions for transmitting a paging instance indicating presence/absence of paging information related to the second service in response to a request for the second service from UEs, and transmits the determined identifier and coefficient to a radio network controller (RNC). The RNC transmits the identifier and the coefficient to the UEs, determines the paging occasions and transmission times of the paging instance in each of the paging occasions by using the identifier and the coefficient, and transmits the paging instances over a first channel at the transmission times of the paging instances for each of the paging occasions so that the UEs recognize presence/absence of the paging information.
