Salt water is bubbled, aerated, sprayed, or otherwise agitated to cause breaking bubbles along the surface of the salt water. An electric field is applied above the surface of the salt water; fresh water droplets and vapor are released in the process of bubble rupture, pulled away from the surface of the salt water, and collected for consumption. The present invention may also be used to purify fresh water by leaving impurities behind.
