    Abstract: A base station in a first wireless network provides first wireless connectivity to user equipment operated by a subscriber. The first wireless network supports first wireless communications such as non-voice communications. A network management resource receives configuration information assigned to the subscriber operating the user equipment. The configuration information indicates that the subscriber is assigned use of a second wireless network that provides support of second wireless communications (such as voice communications). In response to detecting a trigger event (such as a voice call) indicating a need to switch to use of the second wireless network, the network management resource initiates termination of the first wireless connectivity and establishment of second wireless connectivity between the user equipment and a base station in the second wireless network.

    Abstract: An example method is provided in one example embodiment and may include determining that a user equipment (UE) is approximately stationary for a threshold period of time within a particular geographic area based, at least in part, on a radio access network (RAN) node to which the UE is attached; notifying the UE that the UE has been associated with the particular geographic area; and transitioning the UE into an idle mode from an active mode, wherein the transitioning is performed without notifying a core network that the UE has transitioned to the idle mode. Determining that the UE is approximately stationary can include monitoring mobility signaling from the UE and comparing an amount of time that the UE has been attached to the RAN node with a threshold period of time. The core network can be notified when the UE moves out of the particular geographic area.

The detecting may comprise determining whether detected user plane congestion exceeds a first congestion threshold indicated for the first one of the PLMNs. The method may further comprise terminating the RCI reporting when the detected congestion falls below a second congestion threshold specified for the first one of the PLMNs. The PCEF server may receive a first set of connectivity data associated with a subscriber session. Next, the PCEF server may analyze the first set of connectivity data to determine a first set of policies. The PCEF may then enforce those policies. The PCEF may further receive a second set of connectivity data associated with the subscriber session. The second set of connectivity data may indicate, for example, a change in radio access technology of the subscriber session or a change in location of a subscriber device. Next, the PCEF may analyze the second set of connectivity data to determine a second set of policies to enforce without interacting with a Policy and Charging Rules Function server.
