The articles also include a polymer containing poly(propylene oxide) units and optionally poly(ethylene oxide) units and having a number average molecular weight of at least 1000 grams per mole. The polymer may either be incorporated into the substrate or may be used as a primer on the substrate. If the polymer includes poly(ethylene oxide) units, the copolymer typically has a weight ratio of poly(ethylene oxide) to poly(propylene oxide) of up to 3:1, or if the copolymer has a number average molecular weight of at least 10,000 grams per mole, the weight ratio of poly(ethylene oxide) to poly(propylene oxide) is up to 2:1.
