    Abstract: The idea of the invention is the allocation of transmission resources in several separate steps. In the first step, the available transmission resources are dynamically divided between the different networks. In the second step, the networks divide the resources that have been allocated for their use among their users by their own channel allocation methods. In one embodiment, a given minimum capacity wherewith the network achieves a predetermined minimum quality of service is permanently allocated to some or all of the networks. As the capacity requirement increases, the necessary amount of additional capacity is allocated to the operator in excess of this minimum capacity. The additional capacity is then allocated either from resources separately reserved for this purpose that are common to the networks, or by borrowing it from capacity that is allocated to another network but falls outside the minimum capacity of said network.

    Abstract: The discussion concerns the mutual arrangement of packets to be transmitted in a radio system, where the transmitted data is formed into packets (204, 205, 206) for the transmission. The system comprises at least two transmitting devices which transmit substantially simultaneously and substantially on the same frequency, whereby the carrier power transmitted by the first transmitting device is interference power to those receiving devices, to which the second device transmits carrier power, and vice versa. In order to arrange the packets there is generated a utility function with a value, which depends on the carrier power and the interference power and which can be obtained by calculation for the transmitted packets in their mutual transmitting order at that moment. The packets to be transmitted are arranged in a mutual transmission order corresponding to the extreme value of the utility function.

    Abstract: In order to control the use of physical radio resources, the physical radio resources are divided into chronologically consecutive frames (14), so that a frame contains slots (16, 17, 18) of various sizes, which slots represent a given share of the physical radio resources contained in the frame and can be individually allocated to different radio connections. The first dimension of a frame is time and the second dimension can be time, frequency or code. In the direction of the second dimension the slots represent various sizes, and a given first integral number of slots of the first size can be modularly replaced by another integral number of slots of another size. A certain number of consecutive frames form a superframe (19), in which case frames with corresponding locations in consecutive superframes are equal in slot division and allocations, if the data transmission demands do not change. Changes in the state of occupancy of the slots are possible at each superframe.
