The disconnection determining unit calculates allowable stop and demanded stop periods of the battery packs on the basis of the past data, season data, and allowable currents of the batteries and transmits data to the switch controller when the demanded stop period is smaller than the allowable stop period, and the switch controller makes the switch in an open state.

When a change in the measured electric current value per second is at a predetermined value or higher, at least one of the SOC, the SOH and the full charge capacity of the battery is calculated based on the electric current values and the terminal voltage values measured during a battery charge/discharge period other than the lapsed period.
