    Abstract: An information processing apparatus of the present invention is an information processing apparatus that manages a hierarchical storage including a primary storage and a secondary storage. The information processing apparatus includes an acquisition unit that acquires a measurement value obtained by measuring a power consumption amount of each of the primary storage and the secondary storage, a determination unit that determines whether or not to move a file between the primary storage and the secondary storage, on the basis of a condition for determining a storage destination of the file to be stored in the hierarchical storage with use of the measurement value, the size of the file, and the access interval time of the file, and a relocation unit that moves the file between the primary storage and the secondary storage in accordance with the determination.
