A capture layer is formed onto a first translucent material film formed on a substrate. A dispersion liquid obtained by dispersing particles into a dispersion medium is coated onto the capture layer. The dispersion medium is volatilized. A particle sediment layer is formed onto the capture layer. The particles in the lowest layer of the sediment layer are captured into the capture layer at a filling rate of 93% or more for the 2-dimensional closest packing. The non-captured particles are removed. An etching is performed by using the captured particles as a mask. Concave portions are formed in the first translucent material film. The particles remaining after the etching and the capture layer are removed.
