The method includes scanning for primary target cells, upon a failure in detecting the target cell by the User Equipment. The method includes storing the detected primary target cells in a measurement database by the UE. The UE initiates scanning on the stored primary target cells in the measurement database for performing the cell selection during the handover. Further, the UE after the performing the cell selection, sends the re-establishment request message along with the measurement database to the network.
