    Abstract: A method includes determining that a change is needed to a configuration of a user equipment (UE) centric cloud cell, where the determining is in accordance with measurement reports of beam-formed reference signals transmitted by mmWave TPs of a measurement set, and when the change comprises a change to a modulation coding scheme (MCS) level of a communications link associated with the UE centric cloud cell, adjusting the MCS level of the communications link. The method includes when the change comprises at least one of a change to a communications beam or a mmWave TP change, sending a change query requesting the at least one of the change to the communications beam or the mmWave TP change, and receiving from a central controller a confirmation message. The method includes updating a mmWave UE and second mmWave TPs of the UE centric cloud cell regarding the change.

    Abstract: A system and method of power control and resource selection in a wireless uplink transmission. An eNodeB (eNB) may transmit to a plurality of user equipments (UEs) downlink signals including control information that prompts the UEs to transmit non-orthogonal signals based on lower open loop transmit power control targets over wireless links exhibiting higher path loss levels. Lower open loop transmit power control targets may be associated with sets of channel resources with greater bandwidth capacities, such as non-orthogonal spreading sequences having higher processing gains and/or higher coding gains. When the eNB receives an interference signal over one or more non-orthogonal resources from the UEs, the eNB may perform signal interference cancellation on the interference signal to at least partially decode at least one of the uplink signals. The interference signal may include uplink signals transmitted by different UEs according to the control information.

A UE receives from the base station the MCS limit and determines a first MCS index within the MCS limit for a first uplink transmission. The UE sends the first uplink transmission to the base station using a CTU in the CTU access region. The first uplink transmission includes user data and the first MCS index determined at the first UE.
