    Abstract: The present disclosure describes apparatuses and techniques of adaptive PLMN management for varying network conditions. In some aspects, a PLMN manager of a user equipment (UE) searches, as part of a registration procedure, a data repository of PLMN information that includes a PLMN blocked from registration for a duration of time and determines that the PLMN is blocked due to a signal-related condition with a cell of the PLMN (e.g., weak signal). The PLMN manager then determines, during the duration of time, that the signal-related condition between the UE and the cell has improved. In response to the improvement, the PLMN manager unblocks the PLMN before expiration of the duration of time. By so doing, the UE may reattempt registration with the unblocked PLMN at least once before the duration of time expires, which may allow the UE to register more quickly and reestablish network services.

    Abstract: At switch-on or when recovering from lack of coverage, a UE determines first frequency bands corresponding to an initial MCC of a country in which the UE currently is located (402). The frequency bands include a first set of frequency bands associated with a network carrier to which the UE is subscribed and a second set of frequency bands not associated with the network carrier (404). The UE scans the first set of frequency bands (406). In response to detecting a new MCC and determining that no service is available within the first set of frequency bands (408), the UE scans a third set of frequency bands preferred by the UE within a second plurality of frequency bands corresponding to the new MCC (410). In response to determining that no service is available within the third set of frequency bands, the UE scans the second set of frequency bands (412).

    Abstract: A UE performs up to a threshold number of attempts to transmit a default capability message to a base station, the default capability message representing a default set of CA combinations supported by the UE. If transmission is unsuccessful, the UE switches to a compact capability mode in which the UE attempts to transmit compacted UE capability messages representing successively smaller subsets of the default set of CA combinations until either a capability message is successfully received by the base station or a second threshold number of unsuccessful transmission attempts is performed. To facilitate configuration of an initial compacted capability message, the UE maintains a PC list that lists one or more cells that have been identified previously as incapable of receiving default-sized capability messages and that further identifies a representation of a limited subset of CA combinations to include in capability messages sent to a corresponding listed cell.

The UE (102) reduces the entirety of the set of UE-supported RF bands (132) based on a current, physical location (115) of the UE (102), and the UE (102) advertises only the reduced set of UE-supported RF bands to a network or wireless communication system (100), e.g., for attachment purposes. For example, the UE (102) may reduce the entirety of the set of RF bands that it supports (132) based on a country code provided by a base station (105, 108) of a network (100) and the physical location (115) of the UE (102), thereby generating a reduced set of UE-supported RF bands. Subsequently, the UE (102) may advertise only the reduced set of RF bands supported by the UE (102), and refrain from advertising one or more RF bands excluded from the reduced set, e.g., by omitting any indication of the excluded RF bands from advertisements.
