    Abstract: To solve the above problem, the present invention aims to provide a controller, a communication system, a control method, and a program capable of performing transmission scheduling to avoid mutual interference in a plurality of wireless networks. A controller 13 according to the present invention includes a scheduler SCH3 that calculates a transmission schedule for packets to be transmitted from buffers (FB1, FB2) on the basis of the amount of packets stored in a database DB in each predetermined period, and, when calculating the transmission schedule, imposes a restriction to prevent a total amount of packets to be transmitted from all the buffers (FB1, FB2) included in a network NW #j from exceeding the product of the throughput of each network NW #j and the predetermined period.

    Abstract: Objects of the present invention are to provide a communication apparatus, a scheduling method, and a program which can inhibit a buffer overflow, even in a state where inflow traffic to each of a plurality of queues changes from moment to moment. A communication apparatus according to the present invention includes: a remaining queue length monitoring unit 14 that acquires queue lengths of a plurality of queues 13; an inflow amount monitoring unit 15 that acquires a data inflow amount to each of the queues 13; and a controller 17 that calculates a remaining time until a buffer overflow from the queue lengths and the data inflow amount for each of the queues 13, computes a reciprocal ratio of the remaining time for each of the queues 13, and determines that a product of the ratio and an amount of data per unit time which can be output from an output unit 11 is a data output amount of each of the queues 13.
