The sampling error estimate is used to adjust the sampling frequency and sampling phase of the sampling device.

A method includes the steps receiving data encoding the data using a first byte code encoding process, interleaving the encoded data, and encoding the interleaved data using a second byte code encoding process. An apparatus and method for decoding signals is also described.

The output of the two frequency-and-phase lock loops is summed and returned to the VCO to complete the feedback loop.
