    Abstract: A system and method for enhancing the average local access speed of a telecommunications system is described. The technique involves the centralized reallocation of the transmission bandwidth of local access lines that are not being used by one or more subscribers in a geographically compact area. On the downlink side, voice, video and/or data traffic for all subscribers in a compact area is sent multiplexed from a local exchange to a set of geographically proximate subscribers optionally via a residential access unit serving the group of subscribers. Delay sensitive traffic is routed directly to the designated subscriber. Delay insensitive traffic for a subscriber travels over one or more segments of the local loop that is currently not in use by associated subscribers.

    Abstract: A telephony network that includes a signaling system that provides intelligent network services. The signaling system includes a service control point that interfaces with an application database. The application database includes subscriber defined applications that are associated with an application code. The signaling system includes a service switching point in communication with the service control point through one or more signaling transfer points. Subscribers to the service may communicate through voice traffic and applications over a call connection. The applications may reside in the application database or in a subscriber. A subscriber may utilize a network computer to retrieve platform independent applications and associated initiate applications for execution in a highly secure environment.

    Abstract: A method and system for early piracy detection in a cellular telecommunications network is disclosed. When in idle mode, a network subscriber Mobile Station (MS) transmits a Current Location Identifier message (CLID) on a pseudo-random basis. The CLID, which contains MS identifying information, is picked up by the network and relayed to the Mobile Switching Center (MSC) covering the area in which the MS is currently located. When it receives the CLID, the MSC generates an MS-CLID message containing the CLID and the identifier of the nodes through which it has passed, including that of the MSC itself. The MS-CLID message is then sent to the system Home Location Register (HLR), which compares the MS identification and location information to that stored in its database.

    Abstract: A system and method for enabling emergency call initiations in response to the detection of a vehicle accident is disclosed. A number of sensors located about the vehicle, for example, air bag deployment sensors, initiate call activation signals upon detection of a vehicle accident. The emergency call activation signal is transmitted to an associated cellular telephone unit via wireline or non-wireline communications, and a timer initiates a timeout period. Once the timer has measured the proper timeout period, an emergency call setup is begun. The emergency call setup may be discontinued at any point by a user abort command. Otherwise, the mobile switching center serving the cellular telephone is alerted to initiate an emergency call. The MSC utilizes location information from the base station of the cellular telephone and emergency information from the home location register of the cellular telephone to contact and provide an emergency operator with emergency information.

    Abstract: A telecommunications system and method is disclosed for increasing the utilization of available bandwidth, which will simultaneously maximize revenue for wireless service providers. This can be accomplished through a flexible marketing mechanism based on system utilization, which will enable service providers to tailor the system charging rate based upon the current system utilization rate. For example, a mobile subscriber can subscribe to a flexible marketing service, which monitors the number of idle channels within a cell site that the mobile subscriber is currently located in, and sends a Short Message Service (SMS) message to the mobile subscriber offering the mobile subscriber a discounted rate for calls placed within a certain time period when the number of idle channels falls below a desired system utilization ratio.
