    Abstract: The present invention has an object to provide a communication system capable of avoiding congestion in downlink communication or uplink communication and a shortage of radio resources arising therefrom. In the present invention, in a communication system including a normal user equipment (normal UE) that performs human to human communication and a machine type communication device (MTCD) that performs machine to machine communication, a base station device transmits a paging message to the normal UE and the MTCD for calling the normal UE and the MTCD. The paging message contains, for example, an equipment identity (UE-ID). A maximum number of equipment identities (UE-IDs) that can be accommodated within this paging message is set individually for the normal UE and the MTCD.
