A second setting unit sets one or more second waypoints around the first waypoint. A local patrol route generation unit generates, for each first waypoint, a local patrol route that passes through the first waypoints and the second waypoints around the first waypoint. A global patrol route generation unit sets one or more third waypoints at positions separated by a predetermined distance from a surface of the virtual model and generates a global patrol route that passes through a third waypoint. A patrol route generation unit generates a patrol route in which the local patrol route inserted into the global patrol route.

The selector selects, for each inspection area, the taken image used for generating an inspection area image out of the taken images. The generator extracts, for each inspection area, from the selected taken image, a partial image corresponding to the inspection area; transforms each partial image into a transformed partial image in a coordinate system of the target surface; and composes transformed partial images on the basis of an arrangement of the inspection areas to generate the inspection area image.
