The processing device selects a target vehicle, to which the DR signal is to be transmitted, from the vehicles in accordance with the priority degree for participation in the DR. The processing device sets the priority degree of the first vehicle to be higher than that of the second vehicle, and sets the priority degree of the second vehicle to be higher than that of the third vehicle.
