    Abstract: This application provides a method, an apparatus, and a system for accessing an LTE network by a mobile terminal. In the method, when a quantity of attach failures or TAU failures reaches a threshold, the mobile terminal starts a T3402 timer and disables an E-UTRA capability, and attempts to access the LTE network again after the T3402 timer expires. Duration of the T3402 timer is determined by a moving speed of the mobile terminal. When the moving speed reaches a first value, a value of the T3402 timer is less than default duration. If the mobile terminal moves at a relatively high speed, the mobile terminal may enter a coverage area in which the LTE network is in a good condition. In this case, the mobile terminal can quickly access the LTE network.

The method is performed by a terminal and includes: camping on a first primary cell supporting NSA; receiving, a secondary cell measurement message from a network device, where the secondary cell measurement message includes a frequency of a first secondary cell and a first signal energy threshold, and a frequency of a second secondary cell and a second signal energy threshold; performing secondary cell measurement based on the frequency of the first secondary cell, where a priority of the frequency of the first secondary cell is higher than a priority of the frequency of the second secondary cell; and performing an operation of adding the first secondary cell if signal energy detected at the frequency of the first secondary cell is greater than the first signal energy threshold.
