The UE may identify a ping pong detection criterion, for a handover or redirection between a first network node and a second network node, based, at least in part, on the external list, the internal list, both the external list and the internal list, or neither of the external list nor the internal list indicating a previous ping pong handover or redirection between the first network node and the second network node. The UE may determine that disconnecting from the non-HST cell and camping on a new HST cell is to be prioritized over remaining on the non-HST cell, based at least in part on the UE being in the HST railway and based at least in part on a priority of HST cells being greater than a priority of non-HST cells. The UE may disconnect from the second RAT service, independent of signaling from the second RAT service, after sensing that the UE has exited the coverage hole and before expiration of a radio link failure (RLF) timer for the second RAT service. The UE may perform a mobility procedure to establish a connection with a first cell of the set of candidate cells based on a determination that a first value of a first measurement parameter for the first cell satisfies a first threshold, and further based on a comparison of a different, second value of a second measurement parameter for the first cell to a second threshold.
