    Abstract: A method includes decoding a first portion of video data consisting of an information set consisting of information representative of a plurality of candidate sets of sample adaptive offset filter parameters. A set of sample adaptive offset parameters comprises information representative of an offset to be added to a sample value of a current block. A first syntax element representing an index that identifies a first candidate set of the plurality of candidate sets of sample adaptive offset filter parameters is decoded from the video data for the current block. The current block is decoded from a second portion of the video data different from the first portion. The decoded current block is filtered with the first candidate set identified by the index. The first portion is signaled with syntax elements at a level of a block of a group of blocks comprising the current block decoded first in decoding order.

    Abstract: In one implementation, when coding a block in the intra prediction mode, the block can be split into two sub-partitions by a geometrically located straight line. Each geometric partition within the CU is intra predicted using its own intra mode with its available reference sample. One sub-partition copies and uses the intra prediction mode from the parent block, and another sub-partition uses another implicit or explicit signaled intra prediction mode. After predicting geometric partition, the sample values along the split boundary are adjusted using a blending process with adaptive weights. The geometric partition based intra prediction could be applied for one angular intra prediction mode, or only for one negative-directional intra prediction mode, or only for one specific intra prediction mode (e.g., mode 34). The transform selection or other intra coding tools (i.e., intra sub-partition) can be adapted for the geometric partition based intra prediction.

An apparatus implemented in a first user equipment (UE) receives a first signaling from a network node of a wireless network, with the first signaling configuring a first sidelink resource for a sidelink between the first UE and a second UE. The apparatus transmits a packet or transport block (TB) to the second UE on the sidelink using the configured first sidelink resource. The apparatus also receives a second signaling from the network node responsive to the second UE failing to decode the packet or TB, with the second signaling dynamically configuring a second sidelink resource for the sidelink. The apparatus then retransmits the packet or TB to the second UE on the sidelink using the dynamically configured second sidelink resource.

    Abstract: When dependent scalar quantization is used, the choice of the quantizer depends on the decoding of the preceding transform coefficient, and the entropy decoding of a transform coefficient depends on quantizer choice. To maintain high throughput in hardware implementations for transform coefficient entropy coding, several decision schemes of the scaler quantizer are proposed. In one implementation, the state transition and the context model selection are based on only regular coded bins. For example, the state transition can be based on the sum of the SIG, gt1 and gt2 flags, the exclusive-or function of the SIG, gt1 and gt2 flags, or based on only the gt1 or gt2 flag. When a block of transform coefficients is coded, the regular mode bins can be coded first in one or more scan passes, and the remaining bypass coded bins are grouped together in another one or more scan passes.

    Abstract: Quantization matrix can be used to adjust quantization of transform coefficients at different frequencies. In one embodiment, a single fixed parametric model, such as a polynomial is used to represent a quantization matrix. Modulation of bit cost and complexity is achieved by specifying only the n first polynomial coefficients, the remaining ones being implicitly set to zero or other default values. One form of the single fixed polynomial is a fully developed polynomial in (x,y), where x,y indicate the coordinates of a given coefficient in a quantization matrix, with terms ordered by increasing exponent. Since higher exponents are the last ones, reducing the number of polynomial coefficients reduces the degree of the polynomial, hence its complexity. The polynomial coefficients can be symmetrical in x and y, and thus reducing the number of polynomial coefficients that need to be signaled in the bitstream.

At a corresponding decoder, inverse operations occur, such that the transform skipped residual portions are decoded and the regularly coded portions are decoded before the portions are combined for a resultant decoded video block.

    Abstract: Different quantization matrices may be transmitted corresponding to different block sizes, color components and prediction modes. To more efficiently signal the coefficients of the quantization matrices, in one implementation, a unified matrix identifier matrixId is used, based on a size identifier (sizeId) that relates to CU size with larger sizes listed first, and a matrix type (matrixTypeId) with luma QMs listed first. For example, the unified identifier is derived as: matrixId=N*sizeId+matrixTypeId, where N is the number of possible type identifiers, e.g., N=6. This single identifier allows referring to any previously transmitted matrix when using prediction (copy), and transmitting larger matrices first avoids interpolation in the prediction process. When a block uses the Intra Block Copy prediction mode, QM identifier may be derived as if the block uses the INTER prediction mode.
