The insulating member includes a bottom section covering an area around the body section, and a side section integrally provided in an erected manner on a peripheral edge portion of the bottom section. The weld nut is welded to the outer peripheral surface of the cylindrical portion to mount the external portion on the outer peripheral surface of the cylindrical portion. The bolt fixes the external portion to the weld nut.
