    Abstract: Methods and apparatus for cell selection, cell reselection, and beam selection in MMW system are provided. The UE measures signal strength, or signal quality or both of them to get the best consolidation measurement result. During Cell Selection, the UE selects the cell with the best consolidation measurement result, or selects the cell containing the candidate control beam found firstly. In Cell Reselection, the serving cell and neighboring cells are ranked based on the consolidation measurement result. After camping on a cell, the UE selects one or more than one best control beams as the serving control beam to acquire system information and monitor paging message. Furthermore, the UE selects the best control beam or selects one control beam randomly among the serving control beams to initial access to the network.

A terminal equipment (TE) can use the AT command to query the specific RAN assistance parameters and the threshold value provided by the network for making LTE-WLAN interworking decisions. If reporting is enabled by TE, then an unsolicited result code (URC) is sent from MT to TE whenever changes in the current RAN assistance parameters occur.

    Abstract: Methods for LTE-WLAN interworking control and management are proposed. In one novel aspect, a mobile termination (MT) can use an AT command to report the change of a RAN rule and/or a RAN condition match. A terminal equipment (TE) can use the AT command to query a list of matches and current RAN measurement values. A RAN rule match means one or more than one of RAN rules satisfy the threshold provided by the network according to TS36.304 description, or change from satisfied to unsatisfied. A RAN condition match means all RAN rules within a RAN condition are all satisfied according to TS36.604 description, or if any of the RAN condition change from satisfied to unsatisfied. If the reporting is enabled by TE, an unsolicited result code (URC) is sent from MT to TE whenever changes in the current RAN rule or RAN condition match occur.

In accordance with one novel aspect, the packet data protocol (PDP) context of a packet data network (PDN) connection comprises MTU information. By introducing MTU information to the PDP contexts, TE can use AT commands to query MTU parameters from the network and thereby avoid fragmentation. TE can also use AT command to set MTU parameters and thereby control MTU discovery.

The multicast MBMS bearer is associated with a Temporary Mobile Group Identifier (TMGI), and wherein the TMGI is associated with the communication group ID. In one embodiment, the access information comprises mapping information between the TMGI and the communication group ID.

    Abstract: Methods and apparatus are provided for paging transmission and reception for UEs requiring coverage extension/coverage enhancement. In one novel aspect, the UE reports the CE status to the MME. CE level related information and the corresponding cell ID are provided from eNB to MME. MME sends paging information including the repetition number to all eNBs in the corresponding tracking area when paging the UE. In another novel aspect, a paging area is used for CE UEs. The UE receives paging area information, notifies the network, and updates the stored paging area information upon detecting changes between the received and the stored paging areas. In another embodiment, the UE reports its CE status upon detecting CE status changes. The eNB stores UE CE information and forwards it to neighboring eNBs in the same paging area. The eNB pages UEs on its CE UE list with repetition while paging other UEs normally.

    Abstract: Methods and apparatus are provided to reduce service interruption for intra-RAT and inter-RAT handover procedures. The UE performs a NAS signaling procedure via a NAS signaling connection in a mobile communication network. The UE monitors a radio resource status and determines whether a radio bearer has been or is being established for a RRC connection for data transmission. The UE determines whether to release the NAS signaling connection after completing the NAS signaling procedure based on whether the radio bearer has been established.     Abstract: Methods and apparatus are provided for a voice over LTE system to shorten the call set up time. In one novel aspect, the mobile origination (MO) UE starts the UE-initiated dedicated resource allocation before receiving any responses from the remote UE. In another embodiment, the mobile termination (MT) UE starts the UE-initiated dedicated resource allocation upon receiving the INVITE from the remote UE. In one embodiment, the UE adjusts the timeout value based on the PLMN information in its PLMN database. The timeout value can be set to be zero if early reservation is allowed. Upon timer expires, the UE starts UE-initiated dedicated resource allocation. In one novel aspect, the MO UE retrieves the codec information of a remote UE from its peer profile information database and uses a matching codec in its INVITE message. In another embodiment, the MT MO includes the SDP answer in its 180 RINGING message.

    Abstract: A method of offload selection for a UE to select between 3GPP RAT and WLAN cell is provided. The UE receives configuration information that applies to selecting WLAN or 3GPP radio access technology (RAT). The UE determines if the UE may perform WLAN offload by evaluating 3GPP radio access network (RAN) conditions where at least one RAN condition is related to a radio signal strength or a radio signal quality in 3GPP RAT. The UE then determines if there is at least one suitable WLAN cell by evaluating WLAN conditions. The UE also determines if there is candidate traffic for WLAN offload. Finally, the UE steers the determined traffic to WLAN if the UE may perform WLAN offload and if there is at least one suitable WLAN cell. Otherwise, the UE steers the determined traffic to 3GPP RAT.

    Abstract: A method for UE to indicate its upcoming transceiver operation status to network and help network to avoid inefficient radio resource schedule for better network efficiency is proposed. The proposed method also helps network to manage the connections for user applications to prevent unnecessary disruption due to short-term radio link disconnection. In one embodiment, the UE is a dual SIM dual standby (DSDS) UE. The UE first establishes an RRC connection and starts data transmission. Upon detecting a suspension event, the UE sends a signaling connection release indication (SCRI) with a new cause for “UE requested PS data suspension”. The SCRI may further include a suspension reason and a suspension period. When the network receives the SCRI, it will interpret that the UE may not be able to receive its downlink signal during the upcoming period and may prevent schedule radio resource for the UE.
