    Abstract: It is provided a packet transfer apparatus comprising: a packet reception part; a packet transmission part; a packet generation part for generating an own-apparatus-originated packet serving as a packet for instructing a predetermined operation and outputting the own-apparatus-originated packet; a packet search part for determining a content of flow control and searching for an output circuit; a search memory for storing the content of the flow control and information for identifying the output circuit outputting the packet; and a packet transfer processing part. The packet reception part determines whether the received packet is the own-apparatus-originated packet; and outputs a self-origination flag indicating a result of the determining and header information of the received packet to the packet search part. The packet search part determines the content of the flow control for the received packet by referring to the search memory based on the self-origination flag and the header information.

The packet is dropped if the bandwidth of the flow surpasses a second threshold higher than the first threshold.     Abstract: When a delay between a packet relay device and a receiving terminal increases, congestion notifications are delayed, and communication quality declines. When a flow is assessed to be in a congestion state, a packet delay device overwrites, within a packet header of an acknowledgement packet for the flow which is received thereafter from a receiving terminal, a field which denotes a network congestion state with a value which denotes that a congestion state is in effect, and transmits same as an acknowledgement packet. It is thus possible to issue a congestion notification over a path from the packet relay device to the receiving terminal, eliminating a congestion notification path from the packet relay device to the receiving terminal and from the receiving terminal to the packet relay device, facilitating avoiding a decline in communication quality even if the delay between the packet relay device and the receiving terminal increases.
