The liquid storing device is mounted in the inner space inside the outer pouch and has an inner pouch filled with liquid and a pointed instrument selectively piercing the inner pouch to release the liquid. The carrier is dry to prevent microorganism growth and is mounted in the inner space inside the outer pouch and outside the inner pouch. When the inner pouch is pierced, the carrier is moistened for use. Additional preservatives are not required so the masks are hypoallergenic and hygienic.
