Forwarding mechanisms and limited broadcasting of reachability information are used in managing and routing the communications packets through the wireless mobile network. The present invention also supports multiple radio links between a mobile and a multiplicity of base stations. Multi-link techniques are used to affect an efficient packet transfer and admission policy.
