    Abstract: An integrated circuit 2 is formed of multiple wafer layers 4, 6, 8, 10 arranged in a stack and connected with through silicon vias 12. Mechanical strain sensors 26, 28, 30, 32 in the form of ring oscillators are provided proximal to the through silicon vias 12 and detect mechanical strain associated with the through silicon via 12. The measured mechanical strain may be used to dynamically adjust operating parameters of the integrated circuit either as a whole or in regions where the mechanical strain is detected. The operating parameters adjusted can include clock frequency, operating voltage and heat generation.

In this scheduling, quality information representing the degree of decodability of previously transmitted but not correctly received and not successfully decoded data packets is estimated in receiving communications nodes. This quality information is reported back to the node that transmitted the packet. The quality information will be used by the transmitting node when scheduling subsequent data transmissions. In this scheduling process, at least one of selection of: i) receiving node(s), to which a second data packet is to be forwarded; ii) a type of the data in the second packet; and/or iii) a data flow, to which the second packet belongs, is performed based on the quality information.

    Abstract: A system and method for sending long distance telephone calls over the Internet utilizes cost and quality of service data to optimize system performance and to minimize the cost of completing the calls. The system utilizes a network of gateways connected to the Internet. The gateways receive calls from various service providers and convert the analog calls into data packets which are then placed onto the Internet. Similarly, the gateways take data packets off the Internet, convert the data packets back into analog format, and provide the analog telephone calls to the same or another service provider. Then system periodically checks the quality of communications between each of the gateways, and uses this information, in combination with cost information, to determine how to route the calls over the Internet. Special addressing protocols can be used by a system embodying the invention to reduce or eliminate unnecessary signaling between gateways as call setup procedures are carried out.
