The quiescent period is used by secondary radios (43, 44; 143, 144) to communicate with each other. The quiescent period may be a transmit interrupt (TI) frame, normally provided in a DIIS protocol in order to permit return signaling from a called radio (43, 44). The secondary radios (43, 44) may signal to each other during the TI frame. Alternatively, the quiescent period may be a gap in channel activity, in which case regulated access telegrams (96) are transmitted by either a calling primary device (141), or a “last to call” primary device (141), or a base station (141), the regulated access telegrams determining a reservation window period during which secondary devices (143, 144) may signal to one another.

At a gateway between the two networks, a first channelized network message that is encapsulated in a first IP data packet from the packet data network is received. The first channelized network message is retrieved and reformatted for sending over the channelized network. The gateway then receives a second channelized network message from the channelized network. An identifier of a mobile device associated with the second channelized network message is retrieved and an IP address for the identified mobile device is determined. Then, the gateway encapsulates the second channelized network message into a second IP data packet and sends the encapsulated second channelized network message to the identified mobile device in the packet data network.

Such raised surfaces may further aid in more fully occluding the line of sight between adjacent radiating antennas. As another optional approach, additional shorted antennas (501 ) are also mounted along at least some of the above-noted adjacent edges to further aid in occluding this line of sight.

At the subscriber unit a RSSI (received signal strength indication) of a signal received from the base unit is determined and sent back to the base unit, in the base unit the RSSI is compared to a predetermined window, if the RSSI is above the window, the request from the subscriber unit is denied, if the RSSI is within the window, a sub-channel of the OFDMA communication system and a power level are assigned to the subscriber unit, the subscriber unit thereby going into talk around mode, if the RSSI is below the window, the subscriber unit does not respond and the subscriber unit goes into a direct communication mode independent of the OFDMA communication system.
